F4CP® Opioid Abuse Campaign Statement

STOP OPIOIDS. SAVE LIVES. CHOOSE CHIROPRACTIC.
CAMPAIGN TO ASSURE CHIROPRACTIC AS THE FIRST CHOICE OVER OPIOIDS

The key to a successful, national campaign is YOU AND YOUR COLLEAGUES.

Donate Now: www.f4cp.com/pledge/tosavelives

We will need to raise over one million dollars to advertise and deliver the message that chiropractic is a safer strategy than opioids to national audiences and decision-makers – including consumers, government regulators, health plans, insurers and others.

A critical source of this funding will be the 5,000 DCs we are asking to each donate $200 – a small amount for individual doctors that will fund a campaign of significant scope.

But, we also need corporate support. Corporate sponsors can infuse the campaign with startup capital to effectively raise awareness and get the ball rolling. This will send an important signal to the chiropractic community about the value of this effort.

Without funding the campaign impact is limited.

Advertising buzz can help to create a tipping point of national conscientiousness and positioning for all DCs and their practices.

Simply put, here are the facts:

  • Drug overdose is the leading cause of accidental death in the U.S.
  • Addiction is driving the epidemic
  • 1999-2008, overdose rates, sales and substance use disorder treatment admissions related to prescription pain relievers increased in parallel.
  • Centers for Disease Control and Prevention (CDC) adopted significant guidelines for the use of opioids with recommendations that they not be the first option for treating certain conditions or managing pain. Instead, the CDC encouraged patients to consider physical therapy, exercise and over-the-counter medications prior to prescription opioid painkillers.

Chiropractic care WAS NOT listed within the CDC’s guidelines.

  • The American Physical Therapy Association (APTA) has funded and initiated a national campaign to raise awareness about the risks of opioids and the alternative of physical therapy as a first-line, non-pharmacologic treatment option (http://www.moveforwardpt.com).  Osteopathic physicians, massage therapists and acupuncturists have also launched similar campaigns.
  • While CDC guidelines aren’t mandatory, they are closely considered by hospitals, health plans, insurers and state and federal health systems. The CDC rarely advises physicians on how to prescribe medication -- which further adds to the significance of their pronouncements. Many payers and state legislators have already added these findings to their coverage on the use of opioids.
  •  The Congress of Chiropractic State Associations (COCSA) and the Chiropractic Summit, collectively representing the various state and national associations in the profession in promoting chiropractic as the alternate to Opioid abuse.

Pain is a major issue for many Americans. Pain drives people to compromise intelligence, conscience and health to find pain relief.  We live in a society that delivers quick fix solutions while compromising long-term good. Opioids provide the quick fix for pain, but they are not a long-term solution.

What’s a safer non-drug alternative that promotes long-term health with near-term pain relief?  CHIROPRACTIC CARE.

It is time for the chiropractic profession to make its voice heard and capture the attention of consumers, insurers, government regulators and patient referral sources that will bring those in pain to your office.

We can’t wait until next year—too many have died already and with limited access to opioids, people in pain need a non-drug option.

We need to act TODAY.  WE NEED TO SPREAD THE WORD about chiropractic care as the safe alternative to opioids. We must reach the minds and hearts of all Americans.

We cannot allow the physical therapists and other professions to take from us what can be best treated by a doctor of chiropractic.

The Foundation for Chiropractic Progress (F4CP) is leading a three-part opioid campaign:

  • Advertise in mainstream media with a message that urges all American to stop prescription opioid abuse by referring people to chiropractic care as a first-line approach to chronic pain management.
  • Enlist national associations, groups and personalities to deliver the message to their constituencies.
  • Initiate a public appeal to be conscientious about opioid abuse and to seek chiropractic as an alternative

REAL and Tangible Campaign Outcomes

  • Persuade opinion leaders in both the public and private sectors regarding the value of chiropractic as the first alternative to prescription opioids
  • Drive media coverage and increased exposure for chiropractic -- and to include chiropractic in discussions regarding alternatives to opioids

Please donate now.  Too many lives are at stake. The chiropractic profession can change the course of pain management and treatment for millions of Americans.

Dynamic Chiropractic Features Value of Opioid Abuse Awareness

Dynamic Chiropractic published a piece in its February issue highlighting ‘Save Lives. Stop Opioid Abuse. Choose Chiropractic.

Not only does the piece detail the mission of the campaign, which is of course to educate the public about the dangers associated with the misuse and abuse of opioids and the benefits of drug-free chiropractic care as an alternative, but it also urges doctors of chiropractic to contribute to the cause.

Read the article in its entirety here.

Additionally, Dynamic Chiropractic featured a separate piece announcing that the Chiropractic Society of Rhode Island has implemented a grass roots campaign of its own about the dangers of prescription pain reliever abuse.

The Chiropractic Society of Rhode Island’s campaign also features a speaker’s bureau which is comprised of DCs who visit local organizations and businesses about this issue.

Thank you, Dynamic Chiropractic for showing your support and encouraging others to help raise awareness!

Parker University Held Meeting to Address Texas Legal Issue

On January 20th, 2017, Bill Morgan, DC, president, Parker University, hosted a meeting on campus to address the legal and legislative battle currently taking place in Texas regarding scope of practice for doctors of chiropractic (DC).

In attendance were:

  • Tyce Hergert, DC, president, Texas Chiropractic Association (TCA)
  • Mark Bronson, DC, president, Texas Board of Chiropractic Examiners (TBCE)
  • Jeff Jenkins, executive director, TCA
  • Don White, DC, legislative chair, TCA
  • Steve Foster, DC, president, Texas Chiropractic College (TCC)

Additionally, several other DC's and TCA lobbyist were present including:

  • David Herd DC, president, American Chiropractic Association (ACA)
  • David O'Bryon, DC, president, ACC
  • Bud Smith, DC, board chairman, Parker University
  • Francis Murphy,DC, board chair of research, Parker University
  • Amy Wood, DC, president, Parker Alumni Association
  • John Mrozek, DC, dean of academic affairs, TCC
  • Sandra Hughes, DC, dean of institutional advancement, TCC
  • Mike Flynn, DC, representative, F4CP

Former TCC Board Member and Two-Term Houston City Council Member Jack Christie DC, who was appointed Chairman of the Texas State Board of Education from 1995-2000, was able to join for the morning session. Additionally, NCMIC President Wayne Wolfson, DC, dialed in to the meeting on the phone.

The issues at hand in Texas are two-fold - Texas Board of Chiropractic Examiners (TBCE) Litigation (appeal) and TCA legislation.

Taken directly from the TBCE website, www.tbce.state.tx.us, see below:

TBCE Update On Litigation, Cause No. D-1-GN-11-000326, And Appeal The Texas Board of Chiropractic Examiners (TBCE) has received many questions from our licensees regarding the recent judgment by Travis County District Court Judge Rhonda Hurley, officially issued October 19, 2016. The matter concerns provisions of 22 TEX. ADMIN. CODE §78.13, Chiropractic Scope of Practice, which the Texas Medical Association has challenged as exceeding the scope of practice, defined by the Legislature in TEX. OCC.CODE §201.002 (b).

The current Texas law states:

A person practices chiropractic under this chapter if the person: (1) uses objective or subjective means to analyze, examine, or evaluate the biomechanical condition of the spine and musculoskeletal system of the human body;

(2) Performs nonsurgical, non-incisive procedures, including adjustment and manipulation, to improve the subluxation complex or the biomechanics of the musculoskeletal system;

Judge Hurley ruled:

The use of the term diagnosis as used by the TBCE and its Scope of Practice Rules exceeds the scope of chiropractic as defined by the Texas Legislature and is therefore void.

Judge Hurley further ruled:

The definition of "musculoskeletal system" to include "nerves" exceeds the scope of chiropractic as is defined by the Texas Legislature and is therefore void.

The definition of "subluxation" as a neuro-musculoskeletal condition exceeds the scope of chiropractic as defined by the Texas Legislature and is therefore void.

The appeal process is being handled by the TBCE and their state appointed attorney.

Further action steps from this meeting relative to proposed legislation include:

The Texas Chiropractic Association hosted a Legislative Conference, February 9-11, 2017.

Every DC in Texas was invited to lobby their member of the legislature during this time. Both Parker University and TCC are sending several busloads of students.

Enhanced social media capabilities will be developed and grassroots efforts escalated.

Major chiropractic media will be contacted for profession-wide awareness. Dr. Hergert has already been interviewed by Chiropractic Economics, and Dynamic Chiropractic will soon be coming out with information on the Texas issue.

Without question this is a serious issue in Texas and of concern across the country. It is a "rallying-cry" for the profession and a time to close ranks.

Doctor Spotlight of the Month: Dr. Jack Christie

This month, the F4CP® spotlights Dr. Jack Christie for his active involvement in the advancement of the chiropractic profession.

Recently, Dr. Christie, a Houston City Council Member (reelected to his third term as an at-large member with over 97,000 votes), sent a letter to Bob McDonnell, Secretary, U.S. Department of Veterans Affairs, urging him to commit to conservative, drug-free pain management solutions prior to prescribing opioid pain medication to U.S. veterans.

In agreement with Dr. Christie, is NBC News, who aired a segment in January highlighting the fact that the medical-industrial complex has been over-medicating our soldiers.

In addition to his commitment to the chiropractic profession, Dr. Christie is also a long-time supporter of the F4CP® positive press campaign. His tremendous level of support aids in the organization's ability to generate positive press resources -- including press releases, advertisements, print advertorials, television/radio public service announcements and sponsored research.

“F4CP® helps us go on the offense in a true HealthCare system. We are tired of always defending our profession. WE ARE THE ANSWER TO THE HEALTHCARE CRISIS IN AMERICA.” – Dr. Christie

Contributor Spotlight of the Month: Texas Chiropractic Association (TCA)

Much of the F4CP®'s success can be attributed to its contributors. This month, we recognize Texas Chiropractic Association – the newest addition to Group Membership – for its dedication and commitment to the chiropractic profession.

As mentioned earlier, the F4CP® and TCA have developed a legislative advertisement which was featured in the Austin American-Statesman on Wednesday, February 8th, 2017.

Additionally, the TCA hosted a legislative conference on February 9th and 10th, to address the legal battle regarding scope of practice of a DC in Texas. Those individuals who were lobbying hand delivered the new advertisement to their representatives.

We look forward to building our relationship with TCA in an effort to raise positive awareness about the benefits of chiropractic care.
